Indeed, this is a bug in libtool.  Luckily, it has been fixed in
libtool 1.5.22.  I'll make the next release using that version.

Also, there's a workaround to the problem.  Configure TRE on Cygwin
with "--enable-static".  This avoids the libtool bug and the build
works fine.
